Welcome! I’m Dr. Liliya, a licensed clinical psychologist serving Oregon and Washington and the owner of Webb Psychological Services. I specialize in comprehensive, evidence-based assessments and evaluations for children, teens, and young adults ages 6 and up.

My comprehensive assessments look beyond the surface to understand how your child’s feelings, behaviors, relationships, and learning all fit together. I know that every child and family has a unique story, and I believe understanding that story is the first step toward meaningful support. My approach is grounded in empathy, collaboration, and a genuine commitment to meeting your family where you are, so we can work together to understand your child’s needs and strengths.
My primary focus is on comprehensive psychological assessments that provide a clear picture of your child’s learning, emotional, and cognitive profile. I specialize in evaluations for neurodevelopmental concerns such as ADHD, autism, learning differences, challenges with mood and behavior, and other areas that may affect your child’s day-to-day life and education.
While therapy is secondary to the evaluation, I also use Cognitive Behavioral Therapy (CBT) and Acceptance and Commitment Therapy (ACT) when appropriate. Therapy can help children and young adults take the insights from their assessment and translate them into practical strategies for managing anxiety, navigating life transitions, and building confidence.
Ultimately, my goal is to empower your child—and your family—with the understanding, tools, and support needed for long-term growth, well-being, and success.

I earned my Bachelor of Arts in Applied Developmental Psychology from Eastern Washington University in 2013, and went on to complete my Master of Arts and Doctorate in Clinical Psychology at George Fox University, finishing in 2018. During my clinical internship with the National Psychology Training Consortium in Seattle, I gained hands-on experience working with patients of all ages across a variety of settings. My postdoctoral residency allowed me to further specialize in psychological evaluations, crisis support, and treating mood disorders.
Over the years, I’ve been fortunate to work in a wide range of clinical settings—including public schools, family medicine clinics, hospitals, and behavioral health agencies. These experiences have taught me the importance and power of collaboration, and I often work closely with educators, medical providers, and other professionals to ensure the support we provide for your child is comprehensive and coordinated..

Russian
Please note - Dr. Webb is fluent in Russian and can provide some support in this language during consultations. However, she does not offer neuropsychological testing or therapy in Russian due to her limited proficiency in the technical and medical terminology required for these services. A medical interpreter may be utilized for some evaluations. If this is not not appropriate, Dr. Webb is happy to provide needed referrals.
Outside of Work
I enjoy spending time with my husband and our two pups, Henry and Fluffy. I also enjoy arranging flowers, cooking traditional Russian dishes, serving at my church, and traveling to new places.
